SARATOGA SPRINGS - The Church of Jesus Christ of Latter-day Saints is looking at its farmland in Utah County as a possible route for a new freeway.

Future projections show hundreds of thousands of people could be living on the western side of Utah County within the next several decades.

A good chunk of farmland near Saratoga Springs, the Cedar Valley and the Genola area are owned by The LDS Church. The Church hired consultants to find the best possible freeway routes through that land.

Saratoga Springs Mayor Timothy Parker has been looking over the proposals. 'Proposed extension goes through part of Saratoga Springs and then crosses the foothills of Lake Mountain into Eagle Mountain and continues down through Cedar Valley all the way to the south end of Utah Lake,' he said.

Parker says now is the time to start preserving land for future transportation corridors, something he wishes would have been done even earlier.

Don't expect to see construction starting up any time soon. It could be up to 50 years before the state decides it is time to put in a freeway."

SALT LAKE CITY (AP) -- A long-planned project to funnel water from the Uinta Basin to the Wasatch Front will get $50 million in federal stimulus money.

The Department of Interior says about $41 million will go toward construction of pipelines to get more water to Utah and Salt Lake counties.

The Central Utah Project is anticipated to eventually bring more than 100,000 acre feet of Colorado River water per year to the area, roughly enough to meet the demands of about 100,000 households.

Department officials say the other $9 million will help pay for construction of a Ute Indian fish hatchery and other fish and wildlife projects. Other funds will go toward helping the endangered June sucker in Utah Lake.

Additional infrastructure in South Utah County will help that area to grow over the coming years.

Utah County may get paper plant........

ELBERTA — A new Utah County zone that allows for growth including industrial, commercial, office and residential may have an early taker with a huge paper factory.

"This has been in the mill for some time," County Commissioner Larry Ellerton said Tuesday.

However, county officials are tight-lipped over the name of the paper company, which includes toilet paper among its products. They said it is an East Coast company and is making overtures for a Western operation with access to a rail line, natural gas, water and power, all of which the acreage near Elberta has.

"They wanted it shovel-ready by April," Utah County Planning Commission Chairman Dean Miner said.

County commissioners created the new Planned Community Zone two weeks ago on the heels of setting up a specific area plan, or master plan, on both sides of Redwood Road and north and south of U.S. 6 encompassing some 50,000 acres in the Goshen Valley. The two largest landowners are The Church of Jesus Christ of Latter-day Saints and Utah's school trust lands. Private owners are included in the mix, county planner Jeff Mendenhall said.

Commissioners placed the new zone on just LDS Church farmland, about 25,000 acres. No site plans have yet been received, Mendenhall said.

Before a large plant can come in, extensive infrastructure construction would have to take place, he added, including roads, a power substation and access to the natural gas line that runs through the area.

Once online it would employ as many as 1,000 to 1,200 people, Ellertson said. Initially it would begin with 400 hires.

"It is for sure coming," he said.

So what does that mean for Mosida Orchards? That means growth on both the North side in Saratoga Springs and growth on the South side in Elberta. This will ultimately create much more than the 1,000-1,200 jobs noted from the article. This plant would bring new business to South Utah county to support those people.

PROVO, Utah (AP) -- The public is weighing in on plans to revitalize Utah Lake.

Last month the Utah Lake Commission unveiled the final draft of a master plan for the lake. The plan is now undergoing a 45-day public comment period.

At a public hearing Thursday, some Utah County residents criticized the plan as too ambitious while others urged the commission not to underestimate the lake's potential.

The plan is meant to provide policies for the lake on recreation, natural resources, land use, shoreline protection and transportation.

Commission Executive Director Reed Price says the commission expects to finalize the plan by the end of May.

Dan Wheeler, of Orem, calls the lake an untapped jewel. He wants to see the commission come up with different recreation opportunities at the lake."

The Utah Lake Commission voted last week to accept the master plan, which has been under development for the past year.

The plan proposes developing access to the lake for boating and fishing; creating a bicycle and hiking trail; eliminating invasive carp; and restoring native species, including the June sucker.

The commission will hold a public hearing on the master plan on March 26 in Provo. The state will accept public comments for 45 days."

SALT LAKE CITY (AP) -- More than 1 million pounds of unwanted carp have been pulled out of Utah Lake this winter, with most of it going to a farmer's fields and a nearby mink farm.

The fish are being removed as part of a multimillion dollar effort to save the June sucker, an endangered fish that only lives in Utah Lake and its tributaries.

When carp feed on the lake bottom, they tear up vegetation that provides important places for young June suckers to hide from predators.

A commercial fishing business began removing carp in the fall as part of a $500,000 contract to remove 2.5 million pounds of the fish over six months.

Some of the carp will also soon go to a local composting operation."

Growth is coming to Utah Valley and it's coming in a big way. I just read an interesting article in the Daily Herald titled Growth will force a lake bridge it raised some interesting points on growth and the infrastructure needed to support this growth. It will be interesting to see what happens over the next 15-20 years and whether we take the opportunity to plan for that growth now or let our kids deal with it when it's more difficult and costly.

It's been awhile since I've read anything in the news on Utah lake, the causeway or development on the west side of Utah lake. I read this article in the Daily Herald titled Peering into the future and realize that there has been a lot going on.

The three major developments are as follows:

1. The Utah Lake Commision is in the process of developing a master plan
for the lake and surrounding property.
2. The Mountainland Association is studying east-west traffic flow
in Utah County.
3. UDOT will begin its
environmental impact study on Utah Lake starting this July.

The growth analyst are predicting in the next 30 years is shocking. Now is the time to plan for that growth.

I'm excited to see Utah lake finally getting the attention it deserves. I've been boating and waterskiing on this lake for as long as I can remember and thought to myself what a waste. It's a shame it's taken us this long to realize what Utah Lake could be. But as the saying goes...better late than never.

I read this rebuttal, "Everyone's Lake" (Forum, Tribune, Feb. 9) to an earlier article written "Spanning Utah Lake" (Forum, Tribune, Feb. 1). I tend to agree with Mr. Kobsa that if you are going to make accusations its important to have facts that support those accusations.

What is Green Belt?

No, it's not a belt that you receive in your Taekwondo class.....well it might be but the Green Belt I'm referring to is the classification of agricultural property. Green Belt qualified property is taxed upon its productive capability and not the market value.

So what does this mean? Well in regards to Mosida Orchards the land is currently a qualified Green Belt property. There is a master land lease on the property with a local sheep herder to graze his sheep on the property. Green Belt property allows the owner some reduction of taxes if property is being used for an approved agricultural use.

Legitimate proposal for Utah Lake Bridge

An additional 500,000 new residents in Utah Valley by 2020. Where are these people going to live? Well, I have a pretty good idea.....the west side of Utah Lake. The fastest growing community in the state is Saratoga Springs. Just look across the lake and you can see the homes creeping further south daily. The growth of these west side communities are a good indication of the future. Are developers going to benefit from the building of a causeway....absolutely. Just like when a new freeway is built the property in the vicinity of that freeway increases in value but does that mean the freeway isn't needed? Just ask those people who commute from Eagle Mountain and Saratoga Springs to Provo each day. Why not plan for the growth that is coming to Utah Valley inevitably? The environmental impact study will bring the issues of building a causeway/bridge across Utah Lake to the forefront where they can be discussed. It is worth studying.

There is a lot of talk about the idea of a causeway/bridge across Utah Lake. Obviously a bridge is significantly more costly than a causeway but having the Utah Lake Commission start a study on the impacts of such an endeavor is a good thing.

Keep in mind this causeway/bridge could be privately funded to alleviate the financial responsibility of the tax payers. If this were the case the causeway/bridge would most likely be a toll road placing the financial burden upon the users.

There are all kinds of scenarios where Utah Lake could benefit from the building of a causeway/bridge. What if it was privately funded and the causeway/bridge were a toll road? A portion of the funds collected could be used to clean up the lake, dredge and start creating usable recreation areas along the shoreline. I believe the reason Utah Lake has remained in the state that it is in for so long is it needs a viable source of money in order to turn it into the asset that it should be. With the causeway/bridge being a toll road we are not talking about a few thousand dollars we are talking about millions of dollars if just a small toll is collected.

There is more than one way to look at things and I think the trick is finding a solution that benefits everyone including the environmental issues with Utah lake.

Mosida Orchards is a project that will become a full scale master planned community. It is located on the west side of Utah Lake just south of Saratoga Springs.If you're not sure what a master planned community is DayBreak up in Heriman, Utah is a good example. Typically a master planned community is planned from the beginning with the end in mind. This is a radically new way of developing here in Utah. We are used to urban sprawl or suburban sprawl. Urban sprawl is where cities are spreading into rural land where you typically have single family homes on larger lots using up more land. With a master planned community everything is thought out from the transportation and road capacity all the way down to the community trail system. Lots are typically smaller with a higher density. This is definitely something new and it may not be for everyone. By keeping the lots smaller you are able to provide pocket parks throughout the community with lots of amenities. So instead of looking at your neighbors 1/2 acre lot that he doesn't mow anyway you can enjoy the outdoors at your neighborhood pocket park.

I was at DayBreak for their grand opening and was skeptical about how well this type of community would do here in Utah where we like to have a lot of room. They certainly had done their marketing with the promise of a man made lake to paddle boat on, the fish ponds, the trail system and the neighborhood pocket parks. I have since returned and while I was driving through the development there were people out playing volleyball, a father and son at the fishing hole, a lady in the community garden picking fresh vegetables it was amazing.

I believe that master planned communities are the wave of the future they use our resources more responsibly and everyone benefits.

This isn't the first time this topic has come up. It has been talked about for years. There are indeed significant hurtles to such an endeavor but if done right I believe will benefit everyone in Utah County. This road could be paid for by developers or private investors taking the financial burden off the tax payers. The road would most likely become a toll road to recoup that investment...thus placing the burden on the users.

If engineered right I believe we can learn from the mistakes made on the Great Salt Lake Causeway and build a causeway that accomadates adequate flow through without compromising the road in the event of high water.

All of the arguments in this article are great arguments but not insurrmountable.
